That's like asking which came first the chicken or the egg. You need vocabulary to know what your talking about and grammar to put it together. They go together.

Vocabulary and grammar need to be learned together.
Think of it this way: Vocabulary and Grammar are like Bricks and Mortar. Your vocabulary is your bricks, they're necessary to build a wall, but without the mortar -- your grammar -- they are not going to stick together. You will have a huge pile of bricks, but nothing useful. However, if you use the mortar to put the bricks together carefully, you'll construct a nice wall very easily. Neither is more important than the other because both are necessary to reach the desired result.

Basically, in my opinion, it is necessary
to start with the vocabulary.
After all : How could you understand the grammar
without knowing any words?
The rules won't say very much to you if you don't understand
the sample sentences.
Look how a child learns to speak :
First it learns words, like "mom", "sweet", "my" , "is", "very".
And then, after some time, it will be able to say
a grammatically correct sentence like :
"My mom is very sweet."
But you'd better search for a good teaching method
that combines both right from the beginning,
because that's a faster way of learning.

Surely the two are synonymous.
You can surely not have grammar without a vocabulary - although you could probably know a lot of words and string them together in a random fashion, I suppose.
Personally I think they hang together dude!
