We have a black lab about a year old. She keeps digging under the fence and getting out. We block the holes but she just makes new ones. A friend suggested putting black pepper where she digs but we have had no luck with that. Any other ideas out there???

Get a role of poultry wire, the 2 foot wide size..Roll it down next to the fence, and then crease it in the middle, so that part goes up the fence and at least a foot wide is on the ground..this is inexpensive at builder or livestock supplies..
You can cover the portion on the ground with gravel, sod, or decorative bark, and attach the other part to the fence with zip ties or wire twists..
Dogs won't dig through poultry wire, as it is painful..

Dig a 12 inch deep trench along the bottom of the fence and put some strong wire fencing along it tacking the top to the fence. That way, even if she digs she can't get out. Then dig her (or buy) a large sand pit. Fill it with sand and she can then channel her digging in one area.

Cement the bottom ends of the fencing down. Yes, it's a lot of work and a lot of cement. Or get one of those retractable tie out cables that you fix to the wall high up near the roof. It lets the dog have its freedom limited to about 18 - 20 feet where he can run in large circles around the perimeter of your yard but will not be able to get out. Your peppers will not work. Neither will onions or tobasco sauce or what not. Oh...and he will continue to dig. It's one of those thiongs that dogs do when they're bored. You'll just have to contend with the puddle holes.

Unfortunately it sounds like your only solution is to bury something under the fence that she cant dig through. concrete block works well, or you could just pour concrete in the trench. It's a long and tedious process, but it sounds like your only option at this point.
