If the rashes tend to form small circular clusters I suggest you consider a fungal infection, Tinea Corporis also known as ringworm. One of the predisposing factors of acquiring such fungal infection is a warm moist environment such as your crotch especially when you don't thoroughly dry it with a towel. Then put clotrimazole cream or any other topical antifungals out there
It may also be an allergic reaction to friction such as tight fitting pants..you may try loosening your pants a bit.. and about your cortizone powder try stronger ointment such as bethametasone ointment

see a dermatologist...you may have extra sensitive skin and not all soaps are to be used by everybody...that's why there are so many brands. you may have a bacterial or even yeast infection. yes men are prone to those too. its not a matter of bad hygiene as many factors can contribute to this condition. some of these things are dye in underwear, pants, beer (yeast), spicy foods and allergies. you've done what you can now go to the doctor...it's a desperate, itchy situation but usually not serious.

Given that you're male, I would highly suspect that you have a condition called Jock Itch. Left untreated, the rash spreads to the inner thighs, legs, buttocks, ect. It has a reddish appearance and later gets darker. You need to use a treatment for Jock Itch available at most drug stores and grocers.

It is most likely a fungal infection (Yeast type). You may need to use Tinactin or something similar for a few weeks to get rid of it.

Um no, I've never had that problem. You might want to get that checked by a doctor, and while you're in the waiting room, read the pamphlet with the title "STDS and you".
