I use a 20ga. O/U with 26" barrels for quail most of the time. I also have a 12.ga O/U and a 16ga. S/S, both with 26" barrels that work fine too. Any shotgun with a relatively open choke that you can shoot good should work fine. The 16 is choked IC/Mod. The 12 and 20 have interchangable choke tubes so I use a Skeet and IC. Hunting over dogs your shots will be close so you don't need a real tight choke. Good luck hunting.

it should be a barrel length 20 to 28 inches you don't want a barrel Length of more then 28 inches. because if you are going though brush longer barrels will be harder to move around and get caught on every thing. 28 to 12 gauge with improved cylinder choke are best with one ounce of 7 1/2 to 9 shot.

doesn't that depend on the gauge 12 - 20 etc..lets see smaller gauge for quail so actually probably 28 gauge shot. barrel length of anywhere between 28 to 32 inches no idea on the diameter though.
