I got one at Walmart for $140 last fall. It holds a 32 inch flat screen TV. Has 2 large drawers underneath and shelves on both sides of the TV. It took me about 4 hours to assemble it, but it looks nice and does the job.

It's nice that you know what you want. If you don't care what kind of wood it's made of, you should be able to find one in that price range.

I suggest placing a want ad in the classifieds. You might be surprised what you find. I was looking for an entertainment armoire 6 months ago and I found one that wasn't necessarily made for entertainment use, but they can be easily adapted to fit you needs. So long as there is a sturdy shelf to fit your TV, you can always cut out a hole for the plugs and remove any clothing rod. We got an oak one for $200.

It may take a few weeks of consistant searching, but you'll find something!

I found a major cool armoire at an antique store for $200 - not a fancy store.

Depending on how handy you are, you could do as I have... I had two short dressers tha tI stacked and removed the drawers, added shelves, and reattached the drawer fronts to hinges. This isn't as intimidating as it sounds. Just decide you can make it work!

Walmart has 1 now going for $137.00. No drawers underneath, doors instead with shelves. Looks nice.

Go online and see if there is a FreeCycle group in your area. Everything listed on it is given away free. Sometimes people on that site want to trade things.
