Most of us are only concerned with our personal hygiene. We are not bothered about keeping our surroundings clean. If each houseowners bother to keep the place around his house neat and tidy, things will look different. Instead we dump wastes in our streets. We have to learn a lot from other countries on how they keep their surroundings clean and tidy. We build beautiful buildings. There ends everything. Cobwebs, dust etc. are there in most of these buildings. Betal spitting is another cancer largely influenced our society. We can find spit marks almost everywhere. Most of our Government Employees does not bother to clean their own working table which is normally covered with full of files and dust. Habit is natural. It cannot be taught. Celanliness should be one's own priority. Unless we change our mind and attitude, things will continue like this.

I made a trip to India recently, and I surprised and disgusted at the same time. My surprise came by seeing very clean people. I was on the streets of Old Delhi, and in some really poor areas, and couldn't believe how neat and clean the people were. However, the absolute filth they were living in was such a shock.. The whole place smelled of urine so bad it made me gag... If someone knows the difference about having a clean or dirty body, they must know that it's not ok to wee in the streets..
Other places (in India) there was a lady washing the streets.. But the raw sewage is still drained out of the houses into gutters on the street..
The filth is not limited to the bodily functions that are done in the streets alone though, I saw piles and piles of trash every where..For people that have nothing they sure generate a bunch of garbage!
I am not insensitive, but some people are just slobs, and this is not limited to any race.
Being poor is no excuse for being filthy, and it doesn't matter if you are Indian, Chinese, Thai, Japanese, or American.
If you know enough to keep you body clean, and you like the feel of being clean, you know better than to trash your environment.

This article http://ahamot.org/en/why-do-indians-litter-so-much/ suggests that the reason Indians don't clean around their homes is that they don't feel like they own the place.
In Europe if you put some garbage in the river, local people would come and ask you to quit.
They feel themselves owners of the river (and there's a law stating that the river belongs to this municipality, so people feel it's theirs' and get responsible). India needs to change laws.
The situation of no-mans-land brings is good for corruption, but if every piece of land has its owner, the situation gets much better.
The owner of a guesthouse which cleans his territory clean gets more visitors than his neighbor who doesn't care about keeping the place clean.
That's the economics Indians have to study.

I think it is mostly due to cultural influences and what was taught to them when from their infancy.

You can't blame an adult Indian for chewing betel nuts or doing their 'business' by the roadside without imagining what their forefathers had done and they are probably just copying that.

You don't just blame 'Indians' for doing that simply because they lack education, etc. Even Americans do that too, would you say that Americans don't care about their environment? No! I don't think so.

If you look at countries like Burma, Cambodia and Thailand and Malaysia... certain areas of environmental issues can be compared to what you may find in India. Its more likely a 'regional' or 'worldly' problem.

India is still a 3rd world country. It is rapidly improving and eventually it will change. A country pollutes until it can economically afford to be kind to others and its environment. When India is as wealthly as most other First World countries...THEN it will be able to afford the luxuries of cleanliness and environmental responsibility.

China is in the same boat, but is going faster (so are already starting to look at this).

Societies that don't practice hygiene tend to suffer from massive epidemics. Most people in America expect half of India to die one of these days.
