He is getting noticed by cops for something: probably his extra-wide exhaust pipe and the lack of catalytic converter exhaust smell (more gas smelling). He is probably also showing up in an area frequented by street racers and have his car modded to look like street racer.
If he enjoys getting the tickets, and paying them, let him. He obviously has money to burn, may as well burn them on tickets instead of more mods.
What he should have done is tell the officers that he was just leaving, and gently ask the officers what's going on. Technically they need his permission to search your car, and opening the hood constitutes a search. He should have offered to leave, and if he shows up again in 24 hours he'll eat the ticket, but please leave him alone as he was just about to leave, and really *do* leave the scene once the cops agree (if they agree, that is). If they don't... well, he has a problem.
I don't have this problem as I drive a Q-car... a car that looks normal outside, but is actually quite fast. Certainly faster than Civics with rumbling exhausts and merely cosmetic mods. ;)

Not only is it legal but police forces re fast leaning towards being able to impound your car until it is made roadworthy in othere words it cant be driven until the add ons have been removed it has become illegal to put in car speakers in the parcel rack at the rearpasenger cab because you weaken the car when putting speaker hole through the metal cost about $1000 to fix

Tell your friend to tell the police they DO NOT have his permission to open the hood. Be careful, the police will play word games to make you think you said no but you ended up saying yes.
That puts the burden on them. If he wasn't speeding or anything else, they don't really have probable cause to search his car.
Never give them permission to do anything.

'Stop & Search' is Totally Leagal!!
If the Officer has 'Just cause',then he is able to stop & search.
Maybe driving in a car that Draws Negative Attention maybe the reason why Law Enforcement keep stopping and Ticketing this Person?!

as long as they have probable cause they can do anything. and to most pigs probable cause is a loud muffler. GL you can also try filling a complaint but they just ignore those
