Observant Jews believe halachah to be sacred--but not necessarily infallible. There are certain exceptions to halacha, such as when a life is in danger. If that happens, then all halacha falls away in order to save that life.

No most Jews do not observe Halacha.

Those that do hold that it is sacred, but not basically infallible. It would depend on which part your talking about

Unfortunately, I believe that less than 2% of Jews are Orthadox.

i don't know about "most" jews, since i haven't met "most" jews, but in my own opinion: sacred - yes, infallible - no.
