Concept of time among Singaporean?

Hello guys,
Im a mass comm student and Im doing "concept of time among singaporean" especially those are in the society. I need to write scripts for my my shooting and I would like others to give me an idea on what is the "concept management" of time in Singapore.

This is a true story. There is a fire drill to prepare for the WTC conference in Suntec city. The drill is due to start at 4pm. It was delayed to 6pm because the minister in charge thinks that everyone should wait for her. Many left to show their disgust.
