From Dulles, you'll either have to take the 5A bus to go to Rosslyn or L'Enfant Plaza-- this bus is part of the metrobus/metrorail system. From either of the aforementioned stations, you can connect to the red subway line.
There is also the Washington flyer bus service which goes from Dulles to West Falls Church subway station. This is the orange line; you'll connect to red line to Rockville at Metro Center. This is the more publicized route but costs approx $9 one way.

To get from Dulles to Rockville, or vice versa, there are multiple ways to go. There is the 5A, which you catch in Rossyln. It usually runs on time, but only leaves once every hour. From Rossyln, you have to get on the metro, transfer to the red line, and go to Rockville.
There are several other alternatives. For slightly faster method, you can take the Washington Flyer shuttle bus, which goes straight to the East Falls Church Metro Station (it is about 8 dollars, compared to the 3 dollar bus). This leaves every 15 minutes, so depending on when you land, it can be a lot faster. Also, you can take the Super Shuttle, which will drop you straight to your where you are staying, (typically 20-25 dollars I think). This service can be really fast, or really slow depending how many people they drop off first before they get to your place.
As a last resort there is a taxi, which to Rockville would be about 50 dollars or so.
It all depends on how fast you want to get there and how much you want to pay.

Right after you enter the Rockville Metro, get a Bus Transfer !!!
From The Rockville Metro Stop, take the Red Line towards Glenmont to MetroCenter, Transfer to the Orange line towards Vienna/Fairfax-GMU or the Blue Line towards Franconia-Springfield to Rosslyn Station, $3.90.
At Rosslyn get on the 5A Metro Bus to the Airport $3.00 with Transfer

Fastest and most convenient will be the Airport operated Washington Flyer bus from Dulles to the closest Metro Station (Falls Church). The bus runs to/from the Metro Stattion on a regular schedule and as i recall it is $9 one way and $16 round trip. Metro fare will depend upon the time of day.
I do not recommend hauling luggage on the Metro system buses. Not a problem on their trains.

The 5-A bus runs until 11 PM and then the next bus is at 6 AM.
If you arrive between those times, there's Supershuttle or the Dulles Flyer - which cost around $50 each.
