Get a good cleaner that removes the scent. Dogs mark what they have already marked. The idea of the newspaper and taking it outside and rubbing it on the grass is a good one. Do you remember the movie Bruce Almighty? The funny dog training scene with the chair to the curb is not really far from the truth. You could train him to have "his spot" in the house (as nasty as that may be - maybe in the basement) Jim Carey accepted that the chair was ruined and broke the dog with the chair and then the chair cushion, and finally the curb. Once he's starting lifting his leg and doing his nasty trick all over, neutering might decrease it. I think you'll have a problem even if you do neuter at this point. He can be trained intact, but, it will be a lot of work no matter what.

Step 1- Have him neutered.

Step 2- Get a Belly Band. This is a good solution for those dogs that don't stop spraying despite being neutered... but you can use it with unneutered dogs, too. Basically it's a cloth strap that velcros around the belly and a sanitary pad is inside it to soak up the urine.

Better to clean a belly band than to have your dog marking the inside of your house, eh? Get a few of them so you have clean ones.

Having him fixed is the best answer however if he has reached sexual maturity it may not really do any good,hewill already have the instinct or if you would rather not do this you can use ammonia to keep him from marking certain things .Mix half and half with water and spray anywhere he has marked or that you don't want him. They hate the smell and it absorbs the urine smell so he won't re-mark an area over and over again.The smell will be gone to you rather quickly but he will smell it for a few days.

Get a cleaner that will cut the smell. Keep a few water bottles around and spray his face and enough times he will WANT to go outside

Another good idea, is to place newspaper when he pees. Take that paper outside and rub it on the grass or dirt so that the smell is there. Take the dog there and praise him.

Spend lots of time outside with the dog and when he pees you praise him.

Peeing inside needs to become a bad experience for the dog. Peeing outside needs to be a happy experience.
