Definitely call the Red Cross and take a babysitters class.
At 13, you might want to advertise as a mother's helper. This is usually when the mother is still at home, but you are in charge of the kids. And it would be best to start asking around because your first clients will be people who know you or someone in your family.

Personally, I wouldn't let a 13 year old babysit my kids, but they're still very young (3 years and newborn). But here's some things you need to do:
* Take babysitting classes (check at your local library)
* Get CPR training
* Get First Aid training
Another option for you may be to be a mother's helper, the mom is still around, you just help look after the kids with her.

The American Red Cross certifies kids 13 and up for babysitting. There is one in just about every town. They will teach you the basics and things like CPR and first aid.

Check with your local hospital see if they are offering babysitting classes. Then go to your local parks where moms are with their children. Introduce your self. Have a few flyers printed out. This won't weed out all the weirdo but it's better they just posting it anywhere for a pervert to get your number.
You know these mom have real kids.

take the babysitter class offered at the local red cross or community education center...and then learn CPR and the heimlich maneuver, plus first aid
and then put your business cards out at church, school, your moms work, your dads work ...

You would most likely need to start off looking after friends children. Maybe your parents have friends or work with people that have young children.
