Would this be due to a parking enforcement officer faking information to avoid carrying out his duties? For example, they might simply select cars at random and fill in this information on the tickets.

nope, since they put parking tickets on the window, that would be tough to do wouldn't it.

An interesting question. Everything is possible. So it very must depend on the integrity of the officer concerned and the command and control of the enforcement agency.

It will be difficult to prove where you or your family actually parked the car after some time, unless (so lucky) someone else can be your witness and willing to testify.........

It's possible that they wrote down / typed in the wrong license plate. Perfectly possible if you have a vanity plate.

There's CA joke that someone who had the vanity plate that says "NO PLATE" started getting parking tickets from all over the state (it really did happen).

I'm curious how you can prove it. What do you have, a photograph? If so, I would only wonder why you even took the picture, unless you knew you would need it for when you get a citation. I would be willing to bet somebody wrote down your plate number by mistake.

CHALLENGE THE TICKET WITH YOUR EVIDENCE AND ASK FOR A TRIAL IT MOST LIKELY WILL BE DISMISSED/IT WOULD COST THEM MORE TO PUT ON A TRIAL BY JURY THEN IT IS WORTH/ FACT
