A GI bill are benefits that are created via congressional legislation for a specific conflict. There was a WWII GI bill which was different than a Korean War GI Bill and a Vietnam GI Bill

Regarding General Discharge

You do not get the same rights and benefits as a serviceman or servicewoman that was honorably discharged.

A general discharge falls somewhere between an Honorable discharge and a dishonorable discharge (court marshal)

If you were in the Army and discharged , your separation paperwork has the GI bill information and your letter if you qualify (you need a certain number of months in service to be eligible).
The GI Bill provides $$$ when you are enrolled as a student at an accredited school.
