Yes, it makes a difference. the later you take it in the later it gets shipped. Your post office should give you times if you need them. If you use the drop box, the times are on it.

It depends on where it's going. Most people come in early and start "casing" their mail, i.e. putting it into order to be sent very earlyl in the morning.
But, if your letter is going elsewhere, it may be picked up earlier in the day and get to its destination a day earlier.. Trucks come and go with the accumulated mail during the day and later at night also.. No guarantees, but the later in the day, the more likely it is gonna take longer to get there.
