Well, I do NOT think it's mean! - I've had cats for years, and I do it to them sometimes when they are playful personalities (if they're the skittish type, they get too terrified, LOL). Generally, they seem to love it. My cat now punces on me, and I sometimes creep up on her and do the same thing - she runs away, then runs back, knowing it's time to play.
It totally depends on your cat's personality, and it's like a sense of humor - some cats have one, and some don't :)

Yes but only in good fun. I don't do it to be mean and if they are upset or frightened then I would never do it. But if they are playful and happy (or taking a little catnap in the afternoon hehe) I may do that just to have fun. They enjoy it. I have three and they do it to each other all the time except they are not always as nice about it as I am haha!

Only if the two of you have an agreement to this. Startling cats can make them nervous and skittish. It is a form of abuse. BUT if they look upon it as a game then it can be fun.
I have a squirt bottle I use for punishment on my Siamese. Unfortunately she sees it as a game. She likes to do things to have me chase her and try to squirt her. Kind of like shooting ducks at the fair only you have to move and chase them while shooting. At times I will step back and look upon myself and really see the humor in it.
When my Siamese keeps me up all night by pouncing on me, clawing at my face to wake me, scratching on the doorway, scratching on the bed, scratching on shoes, jumping on the dresser and knocking things off or getting in the window and chewing on the shades then I will squirt her throughout the day whenever she doses. Turnabout IS fair play, after all.

Well, no, I never startle my cat on purpose. I know it's not funny when she's laying on my lap and something startles her. She digs her claws in and goes flying off my lap, leaving gouges in my legs. I admit it is funny though if a cat is sniffing something new to them and there is a loud noise. They go straight up into the air.

In doing this, you are taking a chance that your cat might; a) become aggressive toward you even when you are not 'playing' as a sign of defense, or b) It will avoid you. I would recommend another form of play with your cat.. try a laser pointer, always works! :O)

Ah, some people need to pull the poles out of their butts and relax. You know your cats better than anyone, if it's not really scaring the crap out of 'em, there's no harm. I've startled my cat purposely before and he gets a kick out of it. He doesn't hate me.....far from it, I can't get him to leave me alone:)

All the time..if theyre just walking by and im sitting on the couch ill kick my foot at them and hiss, (i dont hit them dont worry) they usually jump a few feet in the air, then they expect it for the rest of the day. they always seem to get even..jumping on my face in the middle of the night.

No usually it's the other way around. I will call her name when she is cat napping triggering a rapid tail response. Its fun to watch, then I go over and pet her along with kiss and a hug.
