First define what a progressive democracy is. If what you mean by progression is the acquirement of technology and the free-study and advancement of worldly sciences, then Iran would fit into the category (after all, they are delving into nuclear sciences!) But if what you mean by progression is liberalization, and the dominance of western principles, concepts, and ideals, then no.
If what you mean by democracy is a balanced, fair, system of consultation, then you could argue Iran is a democracy.
If what you mean by democracy is the rule of the people(which is what it literally means), then Iran is not a democracy, because itsideal is ruling by Divine law and not man-made law.
