The CAR needs insurance. So you can drive your brother's or parent's or friends or parent's friend's car as long as you have permission and are following the rules of the learner's permit.

On your vehicle, yes. You need to be insured as a driver on whatever vehicle you drive. But not as an individual.

depending on what state you live in - some states, like New Hampshire do not require you to have insurance - but whether you have a permit or a license has nothing to do with it

In Oregon as long as your parents are insured your fine. It wasn't until I actually got my liscense that my parents put me on the insurance.
