You most definately CAN work for the FBI and not be a citizen----
But, you most definately have to be an American citizen to be an Agent !!!

The FBI has informants and other employees who are not US citizens.
If you meant, to be an agent, it wasn't very long ago that I would have said definitely yes. But today we're all citizens of the ether. So who knows.
