Government makes a contract with an industry to provide services. In this case it was cancelled because the war ended.

War Contracts were let out to Manufacturers to build supplies for the countries efforts. As an Example, the US War Department let out Contracts for say 150,000 Watercooled Machineguns and only 100,000 were delivered before the Armistice. the government cancelled contracts for the now unneeded remainder of said guns.

There were many contractual obligations that where met, abolished,amended,actuated,canceled and disputed over at that point in time.
Maybe the Government op/ed can explain it.
