Why is there always someone ahead of the que I am in who delays the movement?

Murphy's Law. It is directly proportional to how big a hurry you are in.

And you will generally find that if you move to a que that appears to be moving, it will immediately stop.

Delays happen all the time. Perhaps something you did caused delay for a person behind you. But you're more aware of the delay that you experienced.
