Maybe looking for Jesus, seeking some healing. From what I understand, a man with a withered hand wasn't welcome in the Jewish places because he was "unclean." He was probably looking for Jesus.

Or maybe they were having a potluck that day and he was hungry. Everybody said, "Hey, its withered hand Harry, and he brought potato salad!"

But probably not.

Why wouldn't he be in a synagogue? He was Jewish just like all of Jesus' audience, whether he was preaching inside or outside. Jesus was a Jew sent to the Jews. He was not preached among the Gentiles until after He was rejected by and large by the Jews, just as He predicted.
(see Matthew 15:21-28 and 21:43)

1.To worship God?

2. To provide God the opportunity to reveal His love & power? (Same as when He healed the blind boy and people asked whose sin was it that the boy was blind, the boy or his parents. The answer was no one, but so the power of God could be seen. John 9)

3. So God could teach His people its OK to do good on Sabbath.
