In ancient Asian cultures from 500 yrs ago dated back to B.C, all male servants that worked in Royal families either as bodyguards or personal assistants for beautiful women ( princesses..etc.), had their testes castrated(cut off, against their wills of course) to preventing rapes to those women. Because testes produce testosterone, which triggers sperm productions, which makes them sexually tempted to commit rapes.
YES, IT'S UNETHICAL & VIOLATED THE HUMAN RIGHTS...YES, IT'S CRUEL & BARBARIC...AND OF COURSE, NO SUCH LAW IS EXISTED IN THE WORLD TODAY.
But, let's assume if that type of treatment were to apply in today's society to all 2nd time prosecuted rapists.
Will the rape's rate go down to those have not committed?
Will the 1st time prosecuted rapists less likely to commit rapes again? Same treatment for female rapists (have their clitorides cut off).
In my opinion, I think the rape's rate will go down and the rapists would lesslikely to commit rapes again.

No, mutilated men & women back then didn't die after having their organs removed.
No, they wouldn't be able to experience their sexualities anymore.
Yes, men can still their penises to pee and so can women after having their clitorides(plural) removed.
It's just like a gun without bullets, won't be able to load it or aim "straight", worse than shooting blank.
