I need to know if you can carry them on or put them in a suitcase below the airplane.

I traveled with my dogs remains recently. I phoned the airline to check for any particular requirements, which I suggest you do as well. We are in a post-9/11 world after all. I was only required to have a copy of the death certificate with me. I had the remains in a carry-on bag. No one even asked to see the certificate, but at least I was prepared.

I'm sorry for your loss.

Urns are usually allowed on planes as either carry-on or in a checked suitcase as long as it goes through the x-ray machine and other inspections and passes. If it doesn't pass inspection it is not allowed on the plane at all. However, an inspector is not allowed to open the urn under any circumstances so if they try to do this, stop them. Some airlines have specific regulations about this, like some won't let them in checked luggage, only carry-on. It's best to call your airline before you leave to make sure.
