Fat is fat is fat, and it doesn't care where it is deposited.
So there is no natural way to get the fat to go just to your bottom. To make the problem worse any fat that goes to your bottom doesn't deposit itself evenly, creating cellulite problem.
There are only two ways to do what you want.
1. You can go in for plastic surgery. They can use liposuction to remove fat from unwanted areas and deposit it in areas that you want to build up. Since it is your own fat cells there will be no problem with interactions. However, the treatment will only last 6 months to 1 year before it has to be repeated. Your body will try to redistribute the fat.
2. You can buy a padded bottom. This is a flesh like insert that slips into you underwear to give you a better cushion. The inserts I am thinking of are available at many online adult stores. There are also inserts that can be implanted in the same procedure as breast enlargement.
The artificial rear end enlargement is probably what you most want to do. It is permanent and when you are in a tight swimsuit it won't slip out of look odd. There are silicon filled ones and much firmer plastic ones, which you may want to try. Although people have claimed to have problems with silicone breast implants the FDA hasn't seen any firm data so they still consider them to be safe. With the area you are talking about enhancing though I don't think you need to use silicon implants, but instead you can use fleshy plastic implants so they can support your body better when you sit.

well...its not a good idea to try to gain weight in that area your on your way to a flabby butt. the best way to get a toned butt is a work out. i was reading seventeen the other day and it had butt excercises.

umm... try adding muscle.. thats hotter than fat butts you know... so just work on building up your gluts... i'm not an expert on glut exercises (though I should try to be). but i'm sure someone else on here could tell you some great exercises for building up the booty... the eliptical can be set to target that area, so you might want to try and start off with that

Exercises to target your glute (butt) muscles. dead lifts, squats, lunges, leg lifts on your hands and knees (be sure to squeeze your glutes). High weights with low reps will add mass, and low weights with high reps will make you more toned or cut up.
