Russia had doodley for a Navy in WW2.......biggest thing would have been a 10,000 ton heavy cruiser built to an Italian design.....they had battleships and battlecruisers building in 1939 but none ever launched; one "dreadnought" era battleship of about 20,000 tons ( Marat?) that was barely operational by 1939

Britain and Japan had aircraft carriers (most of the Japanese ones were destroyed by American planes in the Battle of Midway). As for the others, it would have been battleships.
