i have a house with old pumpy texured elastomeric paint that i wish to remove will a high water pressur tool work?

It depends on what is under the paint and how badly cracked and chipped the paint is. If the painted surface is wood, the pressure washer will damage the wood. If the painted surface is metal or concrete, you will have a better chance of getting the paint off, but it won't come off completely. This is because elastomeric paint is just a little flexible and will give under the pressure from the water. This little bit of give will allow it to stick to some areas in defiance of the pressure washer.

Another method to remove the paint is with a heat gun and a scraper. It's a long, involved process, but the results are worth it.
