Wave machines involve pushing either a flap, hinged at the bottom, or a wall, mounted so it can stay vertical while moving laterally, into the water in your wave tank and back to the edge again. Occasionally a plate is pushed vertically into the water. Small ones are driven with cams off electric motors, larger ones can use hydraulic or air pistons. It is usually the most complicated and expensive part of the tank. Researchers normally move the model, rather than the wave machine, to get different angles. Google "wave tank" to see various designs, including student and virtual ones.
