At the clinic I work at, if the x-rays are no good and it's our fault, we take more x-rays at no charge. Keep in mind that unless you're trained to read x-rays, "fuzzy" to you can mean "fluid" to someone who knows what to look for on the x-ray. Just today we had a dog come in that had so much edema that we couldn't get good, clear x-rays, and it looked "fuzzy" but it was really a buildup of fluid. We retook them for no charge, and it was still "fuzzy" but we did charge for the x-rays, becuase even though they were still "fuzzy" they helped as a diagnostic.

To make it short - it wouldn't hurt to try for a refund, but don't count on it.

It depends on what caused the fuzziness you're referring to on the x-ray. A lot of times you get blurring due to motion, which with animals and small children is hard to control. If that's the case, it's not really the vet's fault. Something like a slipped disk is going to show up even with blur because the vertebra may appear out of line or the space in between them will look abnormal. The vet that you transferred to may have wanted a more current look at your dog's condition also. If the blurring was caused by technical error , then, yes...you should get your money back or at least a good set of films taken.
