usually they're shy, nervous or guilty. I wouldn't say I'm shy just reserved, so I tend not to look anyone in the eyes.

Maybe that they're really shy... I'm terribly shy and I have the hardest time making eye contact with people, even when i'm talking to them...

usually it doesn't mean anything. i can't look into peoples eyes, except my best friends. its just hard for me. i have a hard time and i get uncomfortable. i'unno why. its nothing personal, just me.

he/she wants to tell me something but feels ashamed or guilty to do so.
however if I say to look me in the eye when telling me something it means that I want to know if he/she is telling me the truth.
