Although it does often come in for a lot of stick, I have absolutely no problems with Windows Movie Maker.

The trouble is you don't state exactly what you want to do! You say you want the best, but the best at what? For example, some editors are very good for certain special effects but not so easy to use, whilst some may be very simple to use and have the effects you want but not be too hot in the audio department.

My suggestion is to try a site like www.download.com and try a few freeware ones out before deciding on which one works best for you.

As far as free goes... Windows XP comes with Microsoft Movie Maker... its not the greatest, but it is something to work with. To find it, do a search for files on your C: and search for moviemk.exe.
