You either fall into two categories:
1. you choose to be obedient to an absolute truth
2. do what thou will.
For some, no.2 is much easier, no rules to follow except your own.
For others, no. 1 has meaning.
Isaiah 46:9-10
Remember the former things of old: for I am God, and there is none else; I am God, and there is none like me, Declaring the end from the beginning, and from ancient times the things that are not yet done, saying, My counsel shall stand, and I will do all my pleasure:
There is no one higher that God. If God is with me, who can be against me?

To those that subsribe to the teachings of the bible, and believe in god, it is.
For those of us who either believe in another god, or no god at all, no it is not.
But, it is commonly used in the form you are talking. And, when I hear it used, I also assume the person using scripture has no legitimate argument, therefore they are quoting a book.

Biblical scripture was never intended to take the place of an daily relationship with our heavenly Father, it's purpose is to lead you into that relationship.
