Of course its strategy.
Luck break even for everyone.
Luck is a concept, its not tangible.
You got to base your strategies on ODDS. only odds exist.
If you have 33 % to win the hand, the decision to take depend of how you read that result. The odds are there, 1 time on 3 you will win, 2 times on 3 you will lose.
listen carefully to that : There is no luck. There is only odds and decisions.

Strategy is more important because you can always have control of changing and improving your strategy, but you cant control or change the factor of luck. If you have excellent strategy, theres no luck even needed. Poker is very mathematical. You can calculate the odds of your outs coming on the flop, turn, or river. I dont even classify luck as a component of poker because strategy overcomes it in the long run. A lot of people go on tilt because of an "unlucky streak" but they were probably just 3/1 underdogs and didnt see that they were favored to lose the hand.
STRATEGY.

Luck plays a big part in poker, but would the pros be the pros if it were all up to luck? How would one player always make it to the final table if that were the only part? Nobody can be that lucky...
Here are some strategy points if you want to check them out...

Strategy and luck go hand in hand in pretty much all forms of poker.
On the one hand, you can be dealt a MONSTER hand, and if you don't know how to play it properly you might reveal to your opponents that you've got something and they'll immediately muck their cards, leaving you with something like a four of a kind or a straight flush that only netted you like $4.
On the other hand, you can have a less-than-decent hand (I won't call it a bad hand because most experienced players don't play really bad hands) and still carry your game with confidence, which can cause your opponents to become intimidated and fold.
It's not so much about your own personal strategy as it is about adapting to your table. Observe the way your opponents play, and try to figure out what kind of player they are. That way you can try to find a weakness and exploit it.

Well, first it's not just for holdem, but in poker the more skill you are, less luck you are going to need. Luck still be involved.
To be more "technical" community cards games: Like Holdem, Omaha involved "a little bit" more luck VS Stud games: Like 7 stud, Razz..
But it doesn't matter, your skill would be on top of the luck. If you take the right decision, play you A game at all time, calculate your pot odds, implied odds. You will be a winning poker player ( I play for a living)
Take care

Strategy. No question. Luck is only the variability of a short time period. Over enough hands the "luck" will even out.

Luck has nothing to do with it whatsoever. Luck doesnt exist.
There is a reason why the same good people win over and over. Its because they are good at what they do.
Poker is a game of skill. Not a game of luck or chance.

A bit of both. You gotta be smart, but if you got bad cards, not much you can do by fold or bluff. Therefore, definately both! If you don't have strategy, you wanna have luck. If you're unlucky, I think strategy doesn't matter - you can't bluff all the time.

You can win with pure luck, but you can't win with only strategy.

Luck.
All card games have the same ingredient.
They contain just enough strategy to make
lucky people think they're clever.
The players who tickle me most, are the
sunglasses with the cowboy hats.
