i would NOT try shoving a too large comforter into a too small cover. your seams will tear. then you have a real problem.
but one a bit too large, then wash and dry in the dryer. the duvet should shrink some.
duvet covers are made to be a bit big so the comforter has room to move.

RE:
Can I buy a Duvet cover that is 86X86 for a down comforter that is 90X90?
I cant find a duvet cover that fits my comforter, they are either too big or too small. I thought if I bought one slightly smaller one i can stuff it in and it will be fluffy.

Duvet covers are probably only going to come in the standard sizes. Has the comforter been washed before? It could have shrunk. Even if all you can find is a 90 x 90 cover more than likely it will shrink as most do. www.smartbargains.com has great deals.

A down blanket is a duvet (a duvet is simply a down filled comforter). Your down blanket goes inside the duvet cover just like a pillow goes inside a pillow case. The cover keeps it clean, adds more warmth and changes the design of your bedding.

you can do that, or you could buy one that is slightly larger and take it to your alteration lady and have her customize it to your needs. Just as a thought though, when down comforters are "extra fluffy" and all bunched up, it can get rather toasty under the covers...
