The 91 is the Riverside freeway and is a state freeway. California has a vast network of primary interstates, spur interstates and state freeways. Also, there are toll roads that have names such as the Irvine corridor etc. Freeways with single and two digit designations are primary such as 5 or 10 while three digit interstates are secondary or spurs such as 110 or 405. State freeways can be numbered in any manor as evident by LA's 2 Glendale freeway or 57 Orange freeway.

There is logic to the numbering system of the Interstates. From the West coast to the East coast, they are 5 (CA), 15, 25, 35 (Denver), all the way up to 95 (the roads run vertically). From South to North, they are 10 (Texas), 20, 30, 40 (Tenn.), all the way up to 90 (horizontally). So 5 is a north-south Interstate to Seattle, and 10 is an east-to-west Interstate from Florida. If it is an even number like I-405, then it is a loop off of I-5 around the city, and if it is an odd number (I-110), then it is a spur into the city. LA has so many 110, 710, 605, 215, 210 that I can't keep up with them. I guess that 91 is a state maintained road.

All highways in the United States are numbered, and unlike in many other countries, the number is usually the main way of referring to a highway. Any map will show the numbers of every highway, and at freeway interchanges, the numbers and directions (north, south, east, west) will be the primary information shown on signs. In L.A. they also refer to a lot of the freeways by name (San Diego Freeway, Golden State Freeway, Century Freeway, etc.). The number is always the official designation, though.

Here we call the interstate highway system, like near your home town, THE 405 (i.e. Interstate 405), THE 10, THE 5 and I will check on 91, that may be just Califonia 91, not Interstate 91..as part of the Eisenhower National Defense Highway System.....generally odd numbers run north/south, even numbers run east/west...Interestingly it was built for the same reason Hitler built the Autobahn, namely to move armies quickly in national emergencies or war...

when i was a kid, people always referred to the freeway by their names, not their number--the golden state freeway, the san diego freeway, the hollywood freeway, the ventura freeway.
somewhere along the line, that fell out of favor, i guess as more and more people migrated/visited here, no one knew what were were talking about.
other posters are correct north/south are odd numbers, east-west even, numbered from the west coast to the east coast.

From what i understand odd numbers 91,99,5,405 run north and south. Even runs east to west like 10, 210, 14. Some are interstate like the 5,an15

As far as I know, those are the Freeway numbers. As in, road numbers. They are identified by the numbers rather than by name.
