The surprising answer to your question is that the most effective thing you can do to reduce eye puffiness is to exercise early in the morning. Doing any sort of cardio exercise boosts your circulation, and as the blood moves through the tiny capillaries surrounding your eyes, the fluid under your skin that causes the puffy appearance gets picked up and carried away by the circulatory system. Of course getting enough sleep, not eating too much salt, and being treated for any allergies you may have will help. I've never found much effect from creams and lotions that claim to help with eye puffiness, and some of them cost a lot of money for not much help. In a pinch, applying very cold compresses will reduce puffiness fairly quickly. Rest on your back with your eyes closed and apply ice wrapped in a clean washcloth or one of those soft blueice packs or even a bag of frozen peas, also wrapped in a soft cloth to protect your skin, for about ten minutes.

Stick your face in a bowl of ice water. I'm serrious, think about it. What happens to water when you cool it down? It condenses. Get a HUGE bowl and pour all the ice you have in it, then fill the rest with water, leave about two inches so that it doesn't spill over when you stick your face in. Do it for as long as you can stand, or hold your breath, which ever comes first. I suggest repeating several times. Then, apply a little Prepperation H to your eyes. Be careful not to get it IN your eyes. Let it sit for about 10 min. Then wash off carefully and go about your merry day puff free.

It's cold, but refreshing, should even lessen the ammount of red (if your puffieness is due to excessive tears).

Perhaps a clean, cool compress can help. **I just wanted to give a precautionary about preparation-h near the eyes and such. Several years ago a chemist told me that prep-h had mercury in it, however, I don't know if it still contains that. He said that it was ok to use the ointment for its intended purpose (hemorrhoids) but that it could be dangerous anywhere else (I was trying to clear up the eczema on my hands with no avail). So please check with your dr or pharmacist, and take good care.

Be well rested, well hydrated. Use cool or cold water to wash your face. Rinse often with cool water. Pat your face dry, do not rub. Cut back on salt a bit. Try to follow a good diet with more vegetables, less fatty food.

OK, this is going to sound weird but from what I have heard you can use medication for hemorrhoids like "Preparation H". It reduces the swelling.

I've heard some people use preperation H. It shrinks swollen skin.
