For 4k I would tour around the world.
I suggest that you take revenge on your parents and fly to someplace way cooler than LA. In Europe it is pretty easy to stay in youth hostels as long as you got a written permission from your parents.
There is an HI youth hostel in LA, btw.

I'm sure you are welcome there. Note that they have seminars for people who want to travel abroad - backpacking, going solo, etc. If I was you, I would attend there and then blow the money travelling overland from Sydney to London and then from London to Cape Town.

I don't believe so, I hope not. So is travel out of the picture? I'm sorry your parents don't care. Really. You almost sound as if you're both going to see what kind of stuff you can get into to see if you can get them involved. Knowing what 15 was like, and is for the most part now...I'm mostly concerned about your safety. What will you be doing in that room? Why do you need to be away from ...what's with the room? I'm thinking sex, and drugs because that's what happens usually when we want a room, thinking we can handle whatever comes we'll enjoy it. Life sometimes teaches us something else.
Maturity...nah this is about safety baby. And on your 15th birthday I wish you fun that allows you to see the next year in fantastik health!
4K& a week to enjoy it? Rethink it. Weave a different dream. Isn't there any other way to celebrate?

$4,000 is a mighty nice gift!
Generally, the answer to your question is "no", but there are both sneaky and straight-forward ways to get around it. The straight-forward way is to pick out the hotel & have a parent call and make the arrangements - some hotels will allow this. Be SURE you get a good, safe place and be careful - if you really do this. It probably isn't a very good idea for a pair of fifteen year old girls.
I won't tell you about any sneaky ways, though, 'cause I can't recomend them.

Most motels and hotels require a credit card for booking except for the ones that do business by the hour (the hooker hotels).
LA ? The pimps will spot you from 500 yards , you may need to pay them off to leave you alone .
And teens with $4K ? Most will figure you for drug traffickers or hookers as the main dealers & pimps use young ones as their first choice.
Your question indicates you are from some isolated suburb with little urban exposure . . . which one are you from ?

oh honey, I live in LA. Do something else. You may be able to rent a hotel room but nothing but trouble will come of it.
$4000 is a lot of money. There is so much you could do or rent or buy to make a birthday fun without endangering yourself physically.

You girls need an older brother, sister, friend or cousin who is old enough to rent a motel room for you and let you party while protecting you from getting too stupid. With $4000 dollars it seems like you could afford an overage entourage.
