His breath smells bad because:
You feed him the wrong food(s)
You feed him canned food
You feed him table scraps
His teeth need cleaning
He may have a tooth abscess
He is old now
Once you determine WHAT is giving him bad breath, you can then figure out what you need to do about it.
Food changes can improve breath but you MUST be consistent.
A vet can do a surgical scraping of the tartar on his teeth but this is expensive and can be dangerous because of the anaesthetic
A vet oral surgeon can remove the decayed tooth.
All the chews, bones, mints, etc are simply covering up the problem. If his breath is that bad, he is likely in some discomfort by now. See a vet asap.

Get dental chew bones from your vet or just give them a raw marrow bone to chew on every couple of days. Chewing the bones naturally cleans the tartar off their teeth and believe it or not their breath will be better after a bone.

Dogs need to get their teeth cleaned just like we do. A Wheaten I had let me brush his teeth a few times a week.and only had to have his first cleaning when he was 10. My lhasa Apso would never let me brush her teeth and we have to get them cleaned every couple of years. It is expensive but it beats bad breath & extractions! If their breath stinks, they have tarter and the start of rotting teeth. Take care of it now....

It might be an infection in thier mouth, take them to a vet. Also they have dog breath mints, try those sometime.

They have doggie breath mints. I give my dogs 3 a day and their breath smells so much better. You can get them at walmart.

if your dog lets you, you can brush your dogs teeth, and if your dog dose not let you brush it's teeth you can stick your finger in it's mouth in the back to make it open it's mouth
oh and dry food will help a little

well, my puppy had the same problem.... use fresh parsley and mix a little bunch with her daily food. Its really cheap and it kills the problem. Its harmless for the dog. It worked with mine.
