I have toner.. would it be safe for my eyebrows?

Long story short, it needs to match my whiteish hair... so screw off.

in the future i wouldn't worry about bleaching your eyebrows to match your hair, you're going to end up looking like Powder. It looks fine if your hair is bleached and your brows are darker. I also noticed on one of your last questions soemone told you that hair stops absorbing color after 10 minutes, which is true for color in most cases, but bleach is not color. Bleach doesn't stop processing until rinsed out of the hair and can burn your scalp and/or hair severely if left in for too long.

Proablly not right away, my mom bleached her hair and it was orange (likeVitaman C oragne) and it took a couple of washes for it to get blonde. You don't want to mess up the color or it might not wash out to blonde and you could end up looking like an Umpa Lumpa, so if you are going to use it go around the eyebrows.
