Blood alcohol level is a measure of alcohol in your blood, generally given after a breath test. (You blow into a machine, hence breath test). You will be given a percentage like .08, which is the limit for a Driving Under the Influence charge in Illinois, where I live. If you are drinking and driving, the lower the better, at least if you are stopped by the police. If you are the partier, then perhaps higher is better. You know, the more you drink, the more fun you have. But actually the higher the BAC, the closer you are to death, as you can overdose on ethyl alcohol.
If I remember correctly, you begin to lose physical abilities beginning with peripheral vision at a BAC of .02, and the impairment is increasing more dangerous as one moves up the BAC scale.

With a blood test you can find out how much alcohol is in your blood.That's your blood alcohol level. The LOWER it is , the better.

It is like this, drinking/driving are bad combo, if I am a few blocks away I dont drive, seriously not even a mile, if I do Im taking a risk, I know how easy it can be to manipulate the law with a good attorney on your side for DUI OUIL, but really how about avoid it is a $20 tab worth a $5000 tab with the state/city gov't, DMV, etc... No not really.
And as far as high/low, higher of course is bad news not to mention what it looks like on paper and it affects your future jobs, etc.... enjoy yourself with responsibilities to not kill someone like yourself or others, your kids etc...

It is the amount of alcohol that is in your blood stream. It is what makes someone "drunk". The higher it is, the more drunk one is, and the worse it is if you get pulled over for driving while drunk.
In most states, .10 is the level they use to indicate if someone is legally drunk. In my state (Wisconsin), it is .08. Anything over that is legally drunk. If you are over that, and operating any kind of motor vehicle, then you will get in some trouble.

Blood alcohol level (BAL) refers to the ratio of alcohol to blood in the bloodstream. It also accurately reflects the level of alcohol in the entire body. BAL, also known as blood alcohol concentration (BAC), is represented as a percentage. Here’s an analogy which may help you understand what those numbers represent. Picture this—a shelf with 10,000 compartments. Each compartment is filled with a drop of blood. If I replace one drop of blood with one drop of alcohol, the shelf now has a BAL of .01 percent. If I replace two drops of blood with two drops of alcohol, the shelf now has a BAL of .02 percent. If I replace ten drops of blood with ten drops of alcohol, then the shelf has a BAL of .10 percent.
Previously a BAL of .10 percent was considered legally drunk in most states. National legislation in the year 2000 has proposed a national BAL limit of .08 percent—and rightly so. After all, ongoing research continues to indicate a clear, direct relationship between increased BAL and increased risk for automobile crashes, serious injury and death.

Any higher if you are driving in a car you could get
arrested for drunk driving, if you get pulled over by the cops.
So having a higher blood alcochol level is bad.
To be on the safe side, try to stay below the limit.
