Lets say somebody started sticking their tongue out at a police officer...... what is the officer suppose to do? arrest him or let it go?

Police Officers have a lot of tolerance for rude gestures and name calling. They really don't care what kind of immature BS someone wants to try to use to rattle them. They aren't going to arrest you for sticking your tongue out. You should hear the vulgar and obscene ranting of a drunken, angry prisoner in the back of a patrol car on the way to lockup. Someone sticking out their tongue is nothing.

Hopefully the officer will ignore the moron who's doing it. There's bigger things for law enforcement officers to worry about than some idiot acting like a 4 year old.

A smart officer will ignore it, but the ones I've encountered will arrest the person or try to scare the crud out of him or her.

What would that officer recommend to a private citizen if someone did that to the private citizen? Would the officer say, "beat the crap out of them and make a big deal out of it," or would the officer advise, "Ignore the idiot."

Arrest them for what?
Sticking out one's tongue is not illegal, so you can't go to jail for it.
However, rude gestures will get an officer's attention. If you don't want the attention, then don't try to get it.

cuffs him down and beats him with his nightstick, or just makes a ticket for harrassing an officer
