Why is this in religion and spirituality?
And smoker's as it is pay quite a bit of tax on their "luxury" item.
Are you suggesting perhaps an "hazards tax" to cover their health cost, and the health cost of those who get ill from second hand smoke?
Is this a poll? or do you want someone to do the work for you and give you reasons you should believe one way or the other.
I am undecided. On one hand I think, they pay plenty of taxes, and there is no guarantee that any additional tax will actually be applied to what it is billed for. On the other, serious smoking related illnesses, for both smokers and those who do so second hand, are a heavy financial burden. When do you quit taxing people for their bad health choices?
Sorry I can't give you a definitive answer, but I do hope I gave you food for thought.

Smokers pay an additional charge. Cigarettes are over $5 per pack and most of that is tax.

Yes, but those taxes should be placed towards healthcare specifically towards lung cancer, and heart disease.
