I have a Canon Rebel Ti and the manual says EF lenses. Can I use any other types?

All Canon EF lenses will work. Canon also makes EFS lenses, but these are intended for digital bodies only. And if you're looking at used lenses, Canon used to make FD lenses until about 1987 - these will not work on the Rebel Ti either.
If you're looking for cheaper alternatives than official Canon lenses, companies like Sigma, Tamron, and Tokina all make lenses for various camera brands, including Canon. All camera brands have a different lens mount system, so again, look for versions that have a Canon EF lens mount.
When you add these third party brands, that gives you well over a hundred different lenses to chose from. There's something for every purpose and price bracket.
If even that's not enough, it's possible to use an adapter for your Canon in combination with Nikon and Leica lenses, etc. This isn't something that I'd recommend for the average user however. People who do this generally want to make some legendary +$1000 lens work on their Canon, no matter what.

Yeah you can just check with other manufactures like tameron and sigma to see what lens they make for your camera.
