Nothing wrong with going topless or nude in a hot tub. However, it's a bit forward to raise this issue on a first date. I love to be naked, but if a guy asked me that on our first date I'd have second thoughts about both him and his intentions.
Just not an acceptable way to start a relationship.
If you're together in the hot tub and she takes off her top, that's fine...it's her choice. Raising the issue as an expectation or even a suggestion is a bit over the top for a first date.
