I agree with the person that said "peel and stick" tiles. I had a bunch of repairs to make and found the peel and stick worked great. They come in a wide range of prices, but look closely before picking the cheapest. The cheap ones are very thin and while they would be ok in low traffic areas, you probably would not want to put them in high traffic areas.
If you put it on a cement floor, you need to prime it first. I put some on a wooden floor and a sales person recommended using vinyl adhesive as a primer. That worked very well. I put the adhesive down with a paint roller. This method takes a lot longer since you start in the middle of the room and work outwards. Using the adhesive requires putting down the glue and waiting at least 30 minutes for it to dry before laying the tile. So, in a hurry, prime the floor and when dry, go to sticking. You start in the middle of the room and go around what you started with. Do not deviate or you will find yourself trying to put a tile between two tiles and that NEVER works out. There is always not enough gap or too much.
You don't want to use roll vinyl because it is so hard to work with and hard to get your cuts in the right place. Laminate flooring is real nice, but requires some tools and more work. The 1 foot squares are easy to work with and you can stop to do other chores without leaving dangerous tools and supplies around.

The cheapest way is a vinyl remnant or self stick tiles around the edge of the room. With a carpet rem in the center as a rug.
About $1 sq ft for the tile and about $ .59 sq ft for the carpet. If want the flooring installed professionally, go carpet. As low as $1.59 installed with pad.

Go to Lowe's or Home Depot...they have a bunch of laminant that is cool looking, inexpensive, and easy to do it yourself thus saving even more money. I just did my bathroom with some of the laminant (think vinyl flooring) that looks like TILE! It is cool and even my friend that lays tile was fooled at first glance then I told him what it was. The stuff is only about $1 a square foot....just peel off the backing and stick it down. EZ!!

My first thought is that you should check your local phone book for discount carpet stores. You might be able to get a great price on discontinued colors or you could find carpet remnants that are big enough for your rooms.

Another option, especially if you are really strapped for cash, is to join your local Freecycle group and post a message asking if anyone has carpet that they will give you. Freecycle is designed to help keep things that can be reused out of landfills. I wouldn't be surprised if someone nearby is either tearing out lightly used carpet or has a roll of carpet or other flooring in their garage or basement that they would be willing to give you.

Another idea is to sand the wooden under-floor smooth, paint them, and add area rugs. If it is chipboard, you may need to add a layer of plywood.

Peel and stick vinyl squares are about as cheap as you can get b/c you do them yourself.

Or, you can probably find a roll of vinyl remnant for a song and have it put down by a pro. The vinyl will be so cheap, you can afford the installation.

Hey mom, best way to go is with the peel/stick tiles, sometimes you can get them on clearance. Easiest and cheapest, you can figure a dollar a square foot. good luck

IKEA sells very cheap pergo-type flooring in a variety of colors. And if there isn't a store by you, you can always mail order.
