I recommend you start with a simple program and start laying it out now. By doing this you will get your ideas together, determine exactly what you want, and have done most if not all of the work yourself. If you need something more professional, you can then either buy software or contract a web site designer to design it.
Many Internet providers allow users to create a free web page. Often they provide free software to help create it.
