I doubt Tate could have been champion for an era. First of all, he didn't really make a splash in the boxing world then. Second, he is not very marketable. Tate had good boxing skills, that's because he had Olympic experience. If he had beaten Weaver then, I still highly doubt that he would have been champion for a considerable length of time. He fought in the 80's. That was still the prime of the heavyweights. There were Tyson, Holyfield, Lewis, Holmes, Spinks, etc. He couldn't have beaten any of those guys.
Now, if John Tate fought in the 90's, he might have been recognized by many since the heavyweight division started declining there. Nevertheless, John Tate is to be remembered as a fighter with talent and determination.

It's possible. Tate had great boxing skills - in fact, I remember that he outboxed Weaver for almost the entire fight before getting caught with one punch that came out of nowhere. There have been quite a few champions who didn't have the best chiin (Vladimir Klitschko is a current one) and still managed to win fights with good technique.

Unlikely, he took to much punishment. In the heavyweight division, even club fighters can drop bombs now and then and Tate's defensive skills were at times questionable.

John was a pretty good boxer but had two big problems. One he didn't have a big punch and two he had a weak chin. He may have won several more fights but those glaring weaknesses would have eventually been painfully obvious.

He didn't beat Weaver, which is why he wasn't champ for a long time.
