The best alternatives to real milk are soy milk or rice milk, which could be used in a cream puff if you added butter to make up for the lack of fat in rice/soy. If you are totally, totally desperate and can't get to a store, then you could try water with quite a bit of butter (keep the volume the same as the milk volume requested).

For desserts you really want something with a mild flavor and a creamy texture.

Powdered Milk, or Evaporated Milk could be good alternatives and improvisations.
