We ride the same bus,and he has sat with me 3 or 4 times since he found out I liked him.
I really do,and he knows it.
But all he does is smile when someone tells him he should go out with me.
He hasnt said no or yes
And he talks to me and laughs.He glances at me time to time.And today we touched my butt....does he like me?

I don't know if he likes you. He def likes the fact that you like him and he is feeding that so you keep it up. Feeling your butt was a sign of that. He probably feels all girl's butts with his eyes, but since you like him and he knows it, he can actually touch yours and get away with it. Smiling and talking is what friends do. Nothing abnormal about that. You cannot tell if a guy like you on the information that you have provided.

Are you old enough to date? Maybe you could ask him to grab an ice cream or something after getting off the bus?

he probably doesnt like you as more than a friend if he knows you are easy pickings (he knows you like him) and hasnt asked you out... beware! you sound like you are ready to be used and thrown away. ask him out to a movie or concert and if he says yes you will know by the end of the night!
