Which radios would have the mose reliable, clearest and easy connection over 40 miles in an urban environment?

like would a 10 meter a 6 meter or a 2 meter be best in an area like the bay area so like San jose to San carlos or some thing like that.

2M, thru a repeater, would be best.

You can get reliable 40 Mile, 2M simplex comms, base to base, with gain antennas, and perhaps base to mobile, with gain antennas. It will depend on terrain, and antenna heights.

This is to far for mobile to mobile, and way to far for HT.

10M is a noisey band, as is 6M. 40 Miles is possible on 6M. All of this is assuming FM. SSB provides better communications.

220 MHz is another band that would be possible, again depending on terrain. Don't forget 70CM either. Our club 70CM repeater has excellent coverage over a 50 mile radius, and good communications up to 75 miles.
